Give the relative size of Kathmandu, most of the inner parts of the city could be almost entirely be vehicle free except for emergency services with a well functioning metro in the ring road and similar public vehicles and a ton of bicycle or similar env/health friendly transport

Agree! I think the government should start declaring "Friday" as a vehicle free-day for at least govt employees. They can use cycles, public/electric vehicles. This would be much powerful step toward enhancing roads, public transports, health and many more sectors.

Kathmandu could start by banning cars one day a week. Cycles allowed, electric public vehicles allowed. Ban everything else this one day and make sure all offices and stores stay open.
