If taxpayers money bought the machines, who owns it? Maybe we're just renting them. That would be the typical deal politicians make.

No one buys electronics or software anymore. It’s always licensed. The licensor can withhold access, support, function, or update if license terms are violated. They can even sue to have all instances auditably removed.
