Eye-watering cuts to the RHI subsidy which Arlene Foster personally guaranteed, pledging that it would never be cut. Under her scheme claimants could make over £50k per year per boiler. Under this proposal (to be rushed through Parliament), the max is £2k.

RHI claimant Tom Forgrave, a poultry farmer from Ballymoney, tells me: "We've been conned. Arlene Foster's letter to the banks has been worth nothing." With huge loans to repay for 10 biomass boilers, he says that for himself and other claimants "it's going to be hell".

This is a letter to a bank, not a claimant, and looks as though it’s what the banks were being told to encourage them to take the risk of lending to claimants and not, as you say, what the claimants were being told. I’m not up on details. Did claimants get similar letters?

This explicit message from the very top of Stormont no doubt influenced the conversations which banks had with potential claimants who came to them. While this is a distillation of the assurances, Stormont made similar statements directly to claimants in other fora.

Sam, has this letter just been dug up recently or was it part of the docs disclosed to the inquiry? Can‘t remember it having been mentioned before now. Just wondering how it‘s come about. I didnt hear its origin mentioned on Nolan tonight either.

The letter was published by the inquiry and Arlene Foster was asked about it during her evidence - but it had emerged earlier via an unusual route. The letter was just fresh in my mind because it was part of a book chapter I was writing at the weekend.
