This is promotion-relegation system being explored by UEFA for club competitions. So 24 teams could get to stay in Champs Lge after 2024-25 competition. 4 teams promoted from what’s now Europa League and only 4 places for domestic champions to qualify

Although it’s barely 20 years since non-champions gained access to CL, that race for places (top 4 in Eng) has enriched domestic leagues. No more if new CL plan is implemented with domestic champions not even given path into group stage the next season
