That’s because the “government” makes it a thing of pride to NOT speak English. Also, keeps wages low.

Two Thai students of good level of education told me that nobody is interested to lean English but Chinese. Chinese learning is advised by family, business owners and some officers. I am not surprised
|

Well, if you ask the young students at our school whether they enjoy learning English or Chinese, 98% will say English
|

Sir, according to you, why a tourist destination like Thailand, have low english proficiency?
Even for Bangkok, it's rarely find a thai people speak english well.
Even in shopping area, limited to haggle vocabularies.
