Well according to what they've said, parity across Xbox family of devices for multiplayer. So you won't see 30fps vs 60fps Xb1 vs Scorpio.

So you'll piss people off either way. Either there's an FPS disparity or Scorpio users get a locked lower framerate to make everyone equal.

The only requirement I've heard you guys even say is that a Scorpio game is not allowed to run worse, framerate-wise, than Xbox One version.
