Would it be possible to differentiate between a voluntary hover, where mouse move over object, from when I scroll and the object comes under the still mouse? Asking 'cause the latter is super annoying.

My opinion is exactly opposite as yours. It annoys me when people use the generic design to mean UX, but because UX is to give user a better experience as a whole, while design may be decoration as you said, or fashion, shoes, whatever else.

Disappointed there are still hiring teams who won’t even talk to a candidate who doesn’t have an up-to-date portfolio. Several excellent designers I know were unexpectedly laid off recently. They don’t have portfolios ready. These teams will miss the chance to hire them.
