Rule 97 of the Highway Code: drivers are advised they must have "footwear & clothing which doesn't prevent you using the controls in the correct manner". So driving in flip flops isn't illegal but could lead to a careless driving charge if they impede your ability to drive safely

You've committed a moving traffic offence e.g. going through a red light, or You've been involved in an accident. The officer can require that you take a preliminary breath test, field impairment test (FIT) or chemical drug test.
