Ask practitioners rather than thought leaders. General advanced JIra practioner approach is dump contents of Jira into a dB, sprinkle with SQL and Tableau and voila -> everybody happy.

If complicated, try working backwards. In order to do z for x, y needs z, and a needs b. Consider job stories for jobs to be done.

Not sarcasm. Its an important step in making people think. Rather than “Thou shall not fly”, you can offset the impact for a fairly modest amount and it raises the profile of the issue. “Thou shall not fly” costs too much for most people as alternative is costly in money & time.
