We are investigating a homicide in the 7000 blk of Hanover Parkway. At approximately 2:15 am, officers responded to this location for a shooting. Officers found an adult male suffering from gunshot wounds. He was taken to the hospital where he was pronounced dead.

That is incorrect. He wasn’t shot because he stole license plates. He produced a handgun and fired twice at officers and then one officer fired one shot striking him one time.
