He was good on passes off of play action last year, bad when not using play action. I think you can scheme success that exceeds how good he is as a player. He's also on a ridiculously cheap contract, which allows you to do things elsewhere on the roster.

No, but he also won't be a rookie. If he develops, he won't be the same player he was in that game. He's a pretty unique player from a skillset perspective, so there's no definitive answer right now.

There are always players who slip through the cracks. Tom Brady was a 6th round pick too, but it doesn't mean that it's easy to find a franchise QB later in the draft.

I'm going by PFF grades, but even if you look at simple stats like yards: 17 WRs had 1,000+ yards in 2018. 4 were drafted later than the third round.

You can find gems at any position in later rounds of the draft, yes. However most of the top wide receivers in the NFL come from rounds 1-3. Not taking enough shots in rounds 1-3 is bad.
