JFK & LBJ mostly kept IKE’s nuclear weapon pre-delegations. 1964 doc sets out 4 circumstances for use: -CONUS air & missile defense -at sea vs adversary nuclear forces about to launch -nuclear attack on US -“major assault on major US forces at sea or in foreign territory”

Wow! got entirety of Eisenhower nuclear predelegation memo declassified! Note under “Procedures for Implementation” that Commanders can predelegate their predelegated nuclear use authority to level of commanders (but not below) of numbered armies & forces.

I really enjoy that IKE’s nuclear predelegation guidance has to explicitly say: -nuke use authority IS NOT predelegated in event of a “minor” attack or attack on “minor” forces. -nuke use by commander of forces under attack must be limited to & targets “as are necessary.”

I mean, extremely, several times? Tho I would challenge the notion of “unthinkable” given that we not only thought about it but we planned to do it, practiced to do it, modeled it, and poured enormous amounts of money, time, effort, and resources into prepping for nuke war.
