That is not part of what would be specified at TC39... JSON modules were originally specified in WHATWG within the HTML spec.
A JSON module exported a single object as a default.
IMHO TC39 would only specify the mechanism for declaring type not the semantics

* completely rewritten using ESM

I definitely am amenable to hearing various use cases and different approaches, but I am weary of scope creep with this proposal.
Best bet is another call with interested stakeholders. It is possible we have multiple proposals here 🎉

This proposal was originally born out of a security concern with JSON modules where a developer could have imported JSON but server could have served JS with the appropriate mime type and cause unexpected code execution.
So to be clear my personal goal is solving this case

I think we have inverted use cases.
This proposal is about specifying the module type you are importing. It seems like you want to annotate the type being exported.
Might be worth considering a different name for the proposal.
