Also, is there a cap on how much penalties one can incur? Like, should the penalties exceed even the principal amount advanced? And this while the interest on the loan is also accruing?

All this was done when the last waiver was announced and I asked if I could clear the balance. Then I found that the payments I had made had suddenly been converted to penalty repayments. What informed this decision?

What percentage? Is there a document/policy/contract that makes provision for this? I would like to have a look. Secondly, from my statement, it is not 'some percentage', it is payments for entire period of time ALL marked as 'penalty repayments'.

The penalty is 5k per late payment. Like this month of July, our salos will come late. Then you find has also penalised you for late payment. It just doesn't add up. And is also very unfair.

What about where the employer is the government? I am employed by the government, and the late payment penalties are charged to me. Your statement is untrue.

Same case for HELB. You check the statement imejaa penalties juu ya late payments, yet ni government to government, lakini you are the one being penalised.
