Grover Norquist bragged about this in a radio interview years ago. Right Ning up deficits on military and tax subsidies for the rich in their calculus is both good in itself and an excuse to cut back welfare state due to deficits. NPR 2001.

It is straight out of the GOP playbook. GOP strategy from 1970's called the strategy. When in power, run up deficits. Out of power, scream "deficits" and force Dems to shoot their Santa of fragile social supports. When will we stop feigning surprise?

What I find funny , and by funny I mean sad, is that if you talk to a right winger trump supporter type they feverently believe that both Clinton and Obama Increased the Deficit and that the Republicans are the ones who clean it up.....its a complete disconnect from reality.

And that lowering taxes on the rich leads to economic prosperity. Every time it's been done, li leads to recession. Raise taxes, and the economy improves. But they just keep swallowing that line and never learn.
