AFAIK, the NCAA is essentially powerless to do this in football, and has been since 1984. They don’t control the TV rights and they don’t stage a championship. Basketball, in theory, is different, because the NCAA could say “we aren’t having the tournament.”

Orlando City has been in the bubble for 47 days, Portland for 39 days. Some of the league staff has been there for 50+ days. An incredible sacrifice so we could enjoy this tournament.

MLS announces no confirmed positive Covid-19 tests in its final round of bubble testing this evening. They went without a positive for the final 32 days of the tournament.

That's another interesting element to this. Athletic departments are going to go bankrupt. Can they even afford to pay lawyers to go for a legal Hail Mary?

That doesn't make any sense. They were going to lose tens of millions with no fans, and hundreds of millions with no games. Why would they choose to lose hundreds instead of tens?

Travel is going to be dramatically scaled back in MLS/NFL, with teams flying in the day of the game and leaving immediately. This could be done in many cases in CFB. I'm also not sure it's been proven that Nashville SC's outbreak was caused by that bus incident.

You are right that a conference cannot force a team to not play. The issue is revenue. The conference owns the TV rights for each of its schools (Grant of Rights). So, if one of those schools goes out on its own and plays, guess who gets the money? The conference, not the school.

Wait, it's not safe to play, but it's still safe to practice? (Keep in mind the health and safety protocols are the same for every team in the conference.)

Unless they can get their Grant of Rights voided (extremely unlikely), it is a non-starter for a Big Ten or Pac 12 school to go form their own fall schedule and play.
