The UK has sent a photocopy of the Benn Act to Brussels tonight and asked for an early termination of extension to Jan 2020 if both parties can get ratification done before then

Photocopied or not, signed or not, the EU27 have a British government request for an extension tonight and will be treating it as such. Ambassadors meet tomorrow 0930am to discuss way forward. EU27 unlikely to respond to Boris until after a HoC vote on the deal

The formalities rules are different for different documents to be legally effective and a legislative command that the letter be sent together with the letter being sent is enough in this case

Is there a legal EU document outlining the demands for requests put forward to the EU? (I mean: The request was brought in by a diplomat and a PM signature is attached to it (just on another letter), so the whole "package" obviously comes from the government)

had to make with what in law is a invitation to treat / the EU will offer an extension which is in law indeed an offer / will refuse the terms of the offer eg paying ยฃ1b a month and Appointing a European Commissioner / so we leave

Seems completely logical that EU 27 will only react after a meaningful vote on Johnson's Deal has taken place in British Parliament. No time for formalism now...
