This is an interesting argument for a non traditional measure for efficacy and efficiency. I would argue its applicability should be considered beyond USAID. It certainly gets me thinking about MSTs from and how we measure impact.

My medical students looked at me in disbelief as I went to refill a patient’s water jug with fresh cold water. Biggest lesson of the ward round... make sure the elderly, immobile patient has water within their reach & no one is above refilling a water jug or getting a cup of tea!
