Too bad, Max, but the Paris Accord isn't sufficient to address climate change. Nowhere in the world has a conservative government (as you envision) ever presented a plan that lowered emissions. All plans that do lower emissions include carbon taxes.

The USA is lowering carbon emissions without the inclusion of a federal carbon tax. Some of the states may have a carbon tax, but most don't. How do you explain this exception to your "rule" about plans that lower emissions?
