Not the government's in these countries of ours, if they can't provide basic social services let alone provide families with food. It becomes a family decision whether to loose the bread winner to jail or not and they choose the former.

This has always been my problem with the term child marriage which gives validity to the act of raping a child! Children do not give consent, therefore it is rape period!
