Some of this is definitely because they are reporting by date of test rather than date the website was updated. But even averaging out it seems like their totals are higher. Perhaps it includes tests not done on campus?

I've also seen an argument that the peak of the epidemic is the point at which herd immunity is achieved, so the cumulative incidence at this point is the threshold. But this requires you to believe that interventions had no effect 🙃
