Newberg tells other officers on scene that Dotson was “interfering.” When a subordinate from another unit tries to calm Newberg by saying “relax,” the sergeant says “Leave my scene don’t you ever tell me how to do my job.”

When Dotson asks police why he is being arrested, Newberg says “Just go to jail and take your charge like a man.” Dotson: “For what?” Newberg: “Because you don’t know how to act.”

Other police officers soon arrive to the scene for assistance. Dotson is brought back onto his feet but remains cuffed. He says “They can’t lock me up. I didn’t do nothing.”

As the two officers are holding Dotson on the ground, he says that he was exercising freedom of speech and that the officers are “violating my amendments.”
