I wanna make sure people are reading this right since I saw some potentially confusing media headlines. This proposed rule is issued by Health Commission for Beijing the city, not PRC.

However, picking quarrels & provoking trouble is already a blanket of a charge that has basically no base of law & can be put on anyone doing anything deemed dangerous by police anywhere in China. Therefore this proposed rule in Beijing does implicate broader enforcement in China
