This is the flaw of the "engagement" theory of dealing with dictators like Putin. 's book discusses this extensively. It entrenches the dictator by lending global recognition, while allowing dictatorial norms to bleed into our not-as-safe-as-we-think democracies.

US Magnitsky sanctions, *if fully implemented*, would shake Putin's support. (Congress has been very good.) But as long as they believe his hold on Trump is their best chance at relief, Putin is untouchable.
