Didn't see this until now, my apologies. An "election contest" is quite literally a challenge to the election itself. It argues that the reported result is incorrect for some reason. It could be about the validity of the process or the result--the statute does not specify.

Letting noncitizens vote in local elections was the norm for much of American history until around 1920. This initiative would bar Colorado cities from adopting that practice as some cities have done around the country in recent years
