In the end, there is more than enough entropy available for the random generator. What is more important to get right, is how you convert a sequence of random bits into your output space of 1-100 so that you don't get a bias creeping in. To do this consistently takes care.

Decriminalize UK TV License dodgers? No- get rid of the license and fund through income tax. It costs £102M to collect the license fee. Collecting the same through income tax costs only £28M. And saves us all some admin too!
