2/2 I have been at Liverpool heart and chest hospital nearly everyday as a visitor for the past three weeks and everyone apart from a few individuals respect the no smoking policy and go off site to smoke. It can be done

Only way is to make the cost of fine to be put back into the hospital to help fund more patient care or pay for security, but I know easier said than done but a possible route. 1/2

2/2 also, it’s not the case of Just ED department, but every single entrance into the hospital. Something needs to be done about it with tighter laws or security put in place!

I can understand that abuse can happen and I have to agree with you a shelter would be best to tackle the problem in the short run, but I personally think security should be there who has the power to enforce fines etc 1/2
