and many of those countries won't do sep deal with UK, as they benefit more from multilateral deals already in place. Govt knows this.

About 85% of UKtrade not done under WTO. Indeed no country trades solely under WTO. There's a reason for this

Not it won’t - 65% of UK trade is WTO - only 2 systems WTO CHIEF or EU ECMS - after Brexit all on CHIEF, we are all registered already
