Ideally they wouldn’t - but look where we are. Pyne, Bishop, Conroy, Billson, Macfarlane, Robb, Ferguson. Pretty far from ideal eh. We’ve got nothing we can do to punish rule breakers at the moment. At least if you’re giving them something, you’ve got something to take away.

That’s a big part of the problem for sure. Gardening leave wouldn’t ever be the single solution, you’d need other parts to work too. But my point is let’s stop pretending there isn’t a massive bloody problem and get creative in solving it.
