With we can expect this to get worse not better until our major cities are not fully recovered from the last devastating storm before the next one comes. We really have to stop the bleeding. It's costing us billions per storm.

Trains in Japan are so efficient but at such high capacity that even a simple rain can back things up quite significantly. Reminds me of a cluster running with a high load avg. One small hiccup and perf drops precipitously.
