The tenure process does not ask for citation counts, it asks for impact.
Of course, quite a few colleagues missed the memo and equate the two. A lot of others see publication as the sole and main goal of their existence. Very sad.

Impact is a subjective and often difficult to measure metric given the slow burn nature of research. It can take years or even decades for work to find real life use or impact on their field.

Because it's measurable, which is necessary because the academic job market is not a "market" at all. Honestly I have deeply mixed feelings about tenure, which is intended to provide intellectual independence to people who are mostly incapable of it.
