Because, like Afghanistan and the USSR in the late 1970s/1980s it was a proxy war. Soviets sent money and arms and advisors to Vietnam, as we did to Afghan Mujahadeen forces. The Chinese-Vietnamese relationship is more complicated...(the proxy aspect keeps it from becoming WW3).
