Likewise, it is strange that there is no mention of the fact that in 2017/2018 OFAC repeatedly signaled that Maduro could circumvent financial sanctions by recognizing the duly-elected National Assembly and seeking its (constitutionally mandated) approval for debt issuances.

Interesting report. But very odd that authors made no mention of OFAC General License 4, which expressly exempts from US financial sanctions any transactions related to imports of food, agricultural commodities, medicine, or medical devices to :

Es interesante ver cómo ambas partes en conflicto se atribuyen el éxito de la entrada de ayuda humanitaria. En teoría de negociación eso es lo que busca un acuerdo. Atender un problema puntual y que ambos digan que ganaron. Así es posible avanzar hacia un próximo acuerdo mayor.

Or is it? Perhaps OFAC is being more flexible with specific licenses on Venezuelan crude just as U.S. cracks down on Iranian oil, all out of concern that if it goes after both simultaneously, domestic gasoline prices will inevitably rise.
