The dereliction of duty by the UK government is astounding. The European Commission are giving clear, concise advice about what businesses need to do. The UK government are fighting amongst themselves.

That is not a matter for the Withdrawal Agreement, but will be dealt with *after* Brexit, i.e. during the transition period (if there is one). Read Article 50 of the Lisbon Treaty, it is short and clear.
