I feel a blog post coming on :) But in short: 1: export HISTORIC links list. 2: Submit historic list via URL submitter tool. 3: "New links" tab for fresh index should get more accurate after a few days, as all known pages are now in fresh.

I stand corrected. The Fresh index has a 120 day lifecycle, not 90.

New as in first time we crawled them in a 90 day cycle. We may have been blocked or they may be low quality ones that we don't crawl often. The Historic Index, in that case, would have an earlier date.
