my guess is that there's no water physically, it's just visually there. OR maybe liquid's will be seperate from blocks

The latter. There are no liquid blocks at all, there's a completely separate "fluid" system outside of blocks.

Ooh, or even better: you've finally moved the waterlogged state into the base Block class and changed it to an int property so all non-solid blocks can automatically hold any water level in their state? :D (I can dream...)
