It's a great shame they all weren't grounded, forever. When will the USA compensate people of Europe for the refugees that created? & why can't make ordinary inroads with Russia towards FULL co-operation as promised? Worried it might save too much money?

There is a difference but you’re not paying attention to the right word. If they were grounded then all would be grounded. Paused SOME means some tests are continuing. Which is exactly what the post says...some are still flying so you can’t say grounded.
