As students of the security dilemma know, the answer could be that both sides are provoking the other (in effect) even if neither is doing so intentionally. Both the US & Iran could believe they are operating in a deterrence model, but actually be trapped in a spiral model.

We don't prosecute war crimes for the enemy's sake. We don't punish war criminals out of sympathy for those who fight against us. We do it for our own goddamn sake. Because the ideals that drive and motivate our country demand that we fight wars as ethically as possible.
