As someone who has a semi-literate and mentally ill father with an interest in science, and as someone who has sent you a weird email, he might be honestly concerned and trying to help.
I've helped my dad write letters like this (that i didn't send anywhere.)

Agreed. That's possible. If the person is sincerely trying to help they've got some odd judgments about risks---hard to imagine a worse outcome than using explosives to trigger volcanoes (if that would even work).

Latest estimates are about 3 million cases of bipolar disorder per year in the US. Probably just the diagnosed ones. In manic phases, many outcomes are possible, including weird emails. Public figures like yourself are like strange attractors in the chaos.
