Assuming only a fraction of those cleared result in a conviction, what percent of homicides eventually resolve in some meaningful punishment? Law's not much of a deterrent if <5% of murders end w/ justice.

What's really crazy is that there are actually far fewer murders now than there were in the 90s. How can the killings and the clearance rate both fall? Is the number of cops significantly different now? Has the type of killing changed?

Police don't give a damn and people don't talk. There's no evidence left behind but some shell casings at the scene and most cover themselves up...no face no case!!!

Well when sizable sectors of any given municipality refuse to help with investigations after years and years I would think this would have a major negative effect on solving major crimes.
