The CSIR model does not predict how people will vote, it identifies and uses patterns in the votes that have already been counted and declared by the IEC in order to give a reliable prediction of the final counts.

As more data comes in the predictions will be updated with the new information and therefore the predictions can change. When all votes are counted the predictions will be completely updated and therefore will just equal the final counts.

The CSIR model uses the actual voter count data, we do not predict the results before the elections or before the first counts have been declared by the IEC. The model is designed to predict the final outcome based on a small number of declared counts.
