Mission Innovation had 24 countries (incl China, India, the United States, Indonesia, and Brazil) promise to double R&D from 2015 to 2020 They are "far off track" according to this new report

Doubling spend was an arbitrary goal, set by politicians who don't know what it takes to get it done. That's 14% per year, but the first year nothing gets done because there's no personnnel, no detailed budget, no facilities, etc. It should be "2%/yr above inflation for 20 years"
