Absent a new resolution, you can't go smaller than the Mini - otherwise buttons would be smaller than iPhone buttons.

I believe that elements on the iPad mini are around the minimum suggested touch target.

An iPad app on a Galaxy-Note-sized screen would be totally unusable without a redesigned interface.

Hard to go any smaller because the 44-point tap targets on the mini are the same physical size as they are on the iPhone.
