That's not the framework and all estimates of it's impact are effectively zero to the US. Even other countries showed a very small impact. I think it should be fine but don't over State the impact

TPP is happening just not with the US. This actually give us a good baseline of it's impact on Chinese behavior: none. The US joining will not have any impact on Chinese behavior and minimal economic impact on the US
