Mullah Nasruddin replied, "He deserves to be sanctioned meaninglessly because he is so unimportant. Since he is completely unrepresentative of the evil regime in whose crimes he participates, we have imposed sanctions on assets he does not possess."

Dear Bernett, The Iranians most realize the effectiveness of the sanctions on Zarif. They know he is not a policymaker so they would rather have him sit back and not spend out of their pockets, of course with the help of sanctions.
