...in 19/20 I reported on Brexit and indy from Dumfries, Stranraer, Castlebay, Glasgow, Portree, Clydebank, Braemar, Eastwood, Helensburgh, Edinburgh, Kirriemuir, Kirkwall, Coldstream, Leith, Dundee, Huntly, Aberdeen and Kelso. I've surely missed some. It's not a zero sum game.

That was then and this is now. There is nervousness about it. It’s just a fact. It may or may not be justified. It may or may not make a difference in the end. Take issue with it if you like. But please don’t shoot the messenger because reporting it is reasonable and necessary.

Finally and obviously there’s the democratic deficit. Scotland rejected Brexit by 62% to 38%. But does leaving the EU strengthen or weaken the economic argument for Scottish independence? That may be a key question facing voters in Scotland if ever becomes reality.

A future debate about Scottish EU membership will also be shaped by, among other things, the eventual design of an Irish Sea border; whether a fishing deal is struck in Scotland’s interests; and whether Boris Johnson replicates EU infrastructure spending in rural Scotland.

He also argued that there was a “big difference” between Scotland and Catalonia because secessionist referendums are illegal under Spain’s constitution whereas the 2014 was agreed by London and Edinburgh. Of course Downing Street currently insists that won’t be repeated.

Furthermore Mr Tusk is not the first Eurocrat to sound sympathetic about the Scottish position. In the autumn another former European Council president Herman Van Rompuy told the BBC that accession was complicated but a Scottish application would be “very seriously” considered.

But what would be different from 2014 in any — and Mr Tusk’s comments underline this — is that the UK would not have a member state’s influence over how Brussels approaches the subject of potential Scottish membership.

Then there’s the worry for some EU members, which Mr Raab raises, that Scottish membership could encourage secessionist movements in countries like Spain, France and Italy. Plus if current rules are applied Scotland would have to pledge to move towards Euro membership.

There are significant obstacles to Scotland joining (or rejoining if you prefer) the EU, not least nervousness in continental capitals about potential exposure to an economy likely to have a significant deficit, untested currency plans and a novice central bank.

The SNP, on the other hand, is delighted. If and when there is another independence referendum, Scottish EU membership will surely be a big part of the debate and these comments are clearly helpful to a future Yes campaign.

With her final answer, Nicola Sturgeon says it’s “perfectly realistic” to have a referendum this year, she’ll do all she can to deliver it, but we’re not at the point yet where it would be legal and legitimate - and we need to get there before it can be held.
