Yes! Sacramento is great for theater...for those with industrial bladders. Toilets that are outside, around corners (got locked out once), across courtyards, competing with actors pre- show for the same toilet, or those necessitating close walks past the stage, or even across it!

This has been in the works for a while. As you said it's interesting and may increase crowding if not controlled. But it also has potential to better direct the benefits of (e.g.) landing fees and may conversely decrease crowding in the local city, on the trail, and on the train.

Both can co-exist and it's pretty simple to have a few standard layouts but with alternate roof styles and trim to fit different aesthetics. I think people are more likely to build ADUs if they're appealing to look at. So if quantity is the goal, cute may be the catalyst.

A few houses that looked like those plans popped up in my old neighborhood. But they were also fairly uninteresting/bland and sized for very ordinary lots. We had the same problem of receiving planning permission but being stopped by the building permit.
