Yes, Vietnam bought some Hwasong-6 missiles, Scud-C variants, from North Korea in 1990s

The plot thickens NIE 5-91C ("Prospects for Special Weapons Proliferation and Control," July 1991) suggests that the US took the rumors seriously enough, but was not sure that a sale had occurred.

Is there comprehensive data about what military equipment Vietnam produces? I am surprised Vietnam doesn't produce SCUDs, would have thought they would buy tech from North.
