It was the smaller Al Zafir (Victor) that was based on the Veronique. The Al Qahir (Conqueror) was assessed to be similar to an improved V2.

The base design in question was the Veronique, which was a French rocket designed by itinerant German rocket scientists. It used Turpentine.

If I could read German, I bet I would be super excited by that page. 😀 (Am really interested in early US mensuration of the two Egyptian SRBMs. Getting weird results from diagrams and whatnot.)
