Also, I don't trust this NCGA with deviations. They will manipulate to the full extent of any "safe harbor." See RWCA v. Wake Co. Bd. of Elections (4th Cir. 2016); City of GSO v. Guilford County Bd. of Elections (MDNC 2017).

They allowed a 0.79% deviation btw WV's 3 congressional districts in 2012 (Tennant v. Jefferson Co.). I'm not aware of a greater deviation allowed, and Tennant was an unsigned per curiam opinion - deviation "caused" by WV keeping counties whole.

Agreed. On admin side I see much more work on absentee ballot returns, approvals and more denials. There are already too many voter errors causing denials.

Not loving all the absentee changes. Some good stuff re: record keeping, but don't love the move toward inability to more broadly assist voters in requesting an absentee ballot.
